A
revised Cooperative
Procurement Compliance Questionnaire, which was received
by Mohave on June 28, 2004, has been posted on the Contract
Documentation page. The purpose of the questionnaire
is to determine whether cooperatives are in compliance with
the State's procurement laws and applicable rules in awarding
contracts for schools to use.
Even though the questionnaire is dated May 2004, it is applicable to audits
for fiscal years ending June 30, 2004, and thereafter. Many existing Mohave
contracts were awarded prior to revision of the questionnaire. However, existing
Mohave contracts comply with the requirements of the State's procurement laws
and applicable rules, as well as, the Cooperative Procurement Compliance Questionnaire
in effect at the time of award.
Mohave has reviewed the revised questionnaire and provided a response for each
item as it applies to Mohave contracts. We believe the response will assist
members in determining that Mohave contracts are valid options for their procurement
requirements.

The process is complex, and up-front planning is required. With

Mohave
has cancelled a number of contracts issued in 1999 and early
2000 due to technical errors in the wording in the Requests for
Proposals. Although it is believed these do not represent critical
flaws, Mohave has decided that canceling the contracts awarded
under these solicitations early and rebidding as necessary is
in the best interest of our members. New solicitations will be
reissued for the replacement of some of the contracts while other
contracts will be reviewed for possible replacement. The commodity
food processing contracts issued in 2000 will not be rebid as
Arizona State Procurement will have contracts available in July
2004. The cancellations became effective April 30, 2004.

Welcome to
Sylvia Rios who has joined our staff in the position of ASPIN
Member Services. With her extensive background in customer service,

The Center
for Job Order Contracting Excellence (CJE) and the Alliance for
Construction Excellence (ACE) will the present the first annual
Job Order Contracting Conference on Wednesday, February 4, 2004,
at Arizona State University. Anyone involved in the development
and completion of JOC projects is encouraged to attend this conference
which will feature keynote speaker Michael Thornton, Congressional
Medal of Honor Recipient. The list of guest speakers includes
Mohave's Purchasing Director Tom Peeler along with other specialists
in the field of JOC. In conjunction with the conference, the
Annual Business Meeting for CJE will be held on Thursday, February
