Lari Staples, CPPO

Lari Staples is currently the Director of Procurement & Distribution for Peoria Unified School District. She has been working in the school district business field for more than eighteen years. She currently oversees Purchasing, Warehouse, Accounts Payable and Fixed Assets.

Lari is an active member of Arizona Association of School Business Officials (AASBO) as well as the Greater Phoenix Purchasing Consortium of Schools (GPPCS). She has been honored to serve on presentation panels at several AASBO conferences, and is currently listed on the GPPCS Mentor List.

She completed Arizona State University's Professional Purchasing Program, and obtained her CPPO certification in April 2007. Additionally, she led a procurement team that received the UPPCC Sterling Agency Award in 2012.

Lari's strength lies in building teams and creating efficiencies. She is privileged to serve on Mohave's Board of Trustees.

Karen Finn
Purchasing Specialist,
Higley Unified School District

 

Karen Finn is currently a Purchasing Specialist for the Higley Unified School District. She has over twenty years experience in purchasing in public and government sectors. Karen oversees purchasing and logistics for all commodity, fixed assets and surplus in addition to other responsibilities such as record maintenance and mail for the district.

She is an active member of several organizations, including: The National Institute of Governmental Purchasing (NIGP), Arizona Association of School Business Official's (AASBO) and the Greater Phoenix Purchasing Consortium of School's (GPPCS).

Laura Szymanoski, CPPB
Purchasing Administrator, Procurement Department,
Dysart Unified School District

 

As Purchasing Administrator, I am responsible for all functions of Purchasing, General Fixed Assets, P-cards, and previously Warehousing. I have a staff of three employees. Serving a District of 25,000 students, 2,400 employees, and 24 schools. The District encompasses 140 square miles with a budget of 140 Million. Duties included Supervising employees, training, preparing contracts, bidding procedures, evaluation of bids and proposals, recommendations to the School Board, award and issue of contracts, contract management, selection of vendors, quality control, and audit requirements. I also serve as a mentor to other purchasing professionals, do presentations for our professional organization, and serve on professional committees.

Joanne Machold, CPPO, CPPB,
Director of Purchasing
Tucson Airport Authority

 

Joanne Machold, CPPO, CPPB, has been employed by the Tucson Airport Authority, a non-profit corporation, for the past twenty-two years and is currently the Director of Purchasing. She is responsible for the purchase of goods and services, capital outlay, major maintenance as well as the warehouse operations which include central receiving, shipping, property control, and disposition of surplus property. In addition, Ms. Machold also manages all phases of service contracts’ administration. Her staff consists of one buyer and two warehouse coordinators in addition to herself.

Her small office leans heavily on technology to be able to keep up with the numerous and varied needs of the organization. This, of course, includes the use of cooperative purchasing ventures including Mohave.

“A career in an airport environment is like no other; we are a small city unto ourselves with public safety and security needs not common in other agencies. I have an incredibly challenging and rewarding job in the aviation industry in which I work diligently to hold us all to a higher standard while remaining within budget”.

Ms. Machold’s professional affiliations include the Airport Purchasing Group (APG), the National Procurement Institute (NPI), and the National Institute for Governmental Purchasing (NIGP). She received her B.S. from the University of Arizona in Business Administration in 1990.

Ms. Korpan is currently the Purchasing Manager for Gilbert Public Schools. She has twelve years of experience in the areas of school finance, auditing and procurement. Her expertise in these areas is a culmination of knowledge gained through working in several different types of agencies in various capacities.

In the Accounting Service Division of the Auditor General's office, she helped to determine compliance in school districts, community college districts, cities and towns. She also served as a senior auditor at a local CPA firm leading various school district single audits. Her previous background in finance helped her in the position of Business Director, allowing her to guide the district through budgets cuts and realigning procedures to increase work efficiency and sustain compliance. Her critical roles helped the school district with compliance after several years of struggling.

The result of all her relevant work-experience has motivated Korpan to continue helping schools and other public entities develop and implement processes and procedures to ensure compliance and work effectiveness. Her vision is to inspire state public entities and purchasers to realize their potential in procurement by maximizing their efficiencies in providing support to public entities in need; realizing and understanding the limits of financial and budgeting resources; and exercising the phrase "doing more with less".

Michelle Hamilton
Director of Purchasing
Mesa Public Schools

 

Working in school district purchasing since 2001, Michelle Hamilton is knowledgeable in Arizona procurement practices. She is also involved in Arizona Association of School Business Officials by attending, volunteering and presenting at meetings and conferences.

Hamilton is currently employed at Mesa Public Schools as the Director of Purchasing where she approves and processes purchase orders for the operations department, is responsible for the solicitation process, and enforces procurement rules and regulations and the USFR as related to district volume purchases. Her previous procurement experience includes the position of procurement specialist at Queen Creek Unified School District (2003-2007) and purchasing supervisor for Apache Junction Unified School District (2001-2003).

To her peers, Hamilton is known for her professionalism, honesty and integrity. She has a gained a reputation for always “doing the right thing” in procurement. She holds an AA in Accounting from Central Arizona College.

Having previously served on Mohave’s focus group, Hamilton is an advocate of cooperative procurement. With her experience, qualifications and commitment, Hamilton’s involvement on the Board of Trustees will be beneficial to Mohave and its members.

Howard Kropp
Administrator of Purchasing
Washington Elementary School District

 

Howard Kropp relocated from Seattle, Washington to Phoenix in 1999. His more than 20 years of experience in state and school procurement has led to the position of Administrator of Purchasing the Washington Elementary School District, the largest elementary district in the State with an enrollment of over 24,000 students.

In addition to his role with Washington Elementary, he is an active member of the National Institute of Governmental Purchasing (NIGP), the Greater Phoenix Purchasing Consortium of Schools (GPPCS), the Washington Association of School Business Officials (WASBO), the Washington Association of Educational Office Professionals (WAEOP) in which he served a term as Vice-President, and the Arizona Association of School Business Officials (AASBO), in which he has served on the Board of Directors as Director of Purchasing.

Mr. Kropp received his Bachelor of Science (BS) in Information Technology from the University of Phoenix in 2004.

His skills and experiences will only enhance the Mohave Board of Trustees' goal of providing valuable support in public procurement. Mr. Kropp's vision statement is:

"I look to the future and see more value coming from this organization as the State continues to struggle financially. The leadership of MESC is top notch and insightful which is why at this time I would like to help move forward into providing the membership with the tools to help them through theses troubling times."

Becky E. McGaugh, C.P.M.,
Procurement Director
Northern Arizona University

 

Becky McGaugh, C.P.M., has been employed by Northern Arizona University since 1981 and is currently the Procurement Director. She oversees the functions of purchasing, contracting, shipping and receiving, central stores, accounts payable, property surplus, property administration, and property and liability insurance services.

McGaugh began her career at Northern Arizona University in the Accounts Payable department. In 1988 she took the position of Materials Manager, overseeing the shipping and receiving and central stores functions. In her role as Materials Manager, McGaugh implemented a cooperative warehouse for the Flagstaff Alliance for the Second Century; the alliance includes the Flagstaff Unified School District, Coconino County, Coconino Community College and the City of Flagstaff. She worked as the Materials Manager until 2004 when she was promoted to her current position of Procurement Director. McGaugh is knowledgeable in contracting law, procurement policy, risk management and has a thorough understanding of accounting practices. Her well-rounded experience has given her the foundation needed to be a successful contracting and procurement professional.

Throughout her procurement career, McGaugh has been involved in other organizations such as the Institute for Supply Management (ISM), the National Institute of Governmental Purchasing (NIGP), the National Association of Educational Procurement (NAEP) and the National Association of College and University Business Officers (NACUBO). McGaugh presented a session on intergovernmental purchasing at the 2003 NACUBO conference in Nashville Tennessee, highlighting the success of the cooperative warehouse.

McGaugh received her A.P.P. in December of 2000, earned her Bachelor of Science in Computer Information Systems from Northern Arizona University in May of 2001, and her C.P.M. in December of 2001. McGaugh is dedicated to the procurement profession and believes cooperative purchasing is an invaluable tool that can easily be utilized by procurement professionals to deliver cost savings and increase efficiencies.

Lila McCleery
Division Manager

Phoenix Union High School District

 

Lila McCleery has been employed by Phoenix Union High School District since graduating from high school. In her 31+ year career in the District, she has worked in the Facilities Planning Division, and in the Purchasing Division as an Administrative Specialist and Contract Management Specialist. She is currently the Division Manager for the Supply & Property Division overseeing the Purchasing Department, Fixed Assets, Materials Management Department, Property Control, and Shipping/Receiving.

In addition to her duties as Division Manager, Lila is an active member of the National Institute of Governmental Purchasing (NIGP), currently serving on the cooperative organizations committee; an active member of Arizona Association of School Business Officials (AASBO), and the Greater Phoenix Purchasing Consortium of Schools (GPPCS) having served in positions of President, Vice President, and Secretary.

Her knowledge in purchasing and facilities planning will bring a breadth of experience to the Mohave Board of Trustees. Her vision statement is:

Telma C. Bearden, CPPO, CPPB
Contracting Officer
Engineering – Project Management
Central Arizona Project

 

Ms. Bearden is currently a Construction Contracting Officer in the Engineering Department for Central Arizona Project. She has over 18 years of procurement and contract administration experience working with several State agencies and municipalities. This has provided her the opportunity to gain extensive experience working with design and construction services, professional services, commodities, and interpreting state laws and regulations pertaining to procurement. Ms. Bearden is a Certified Professional Public Buyer (CPPB) through the Universal Public Procurement Certification Council (UPPCC) and is an active member of the National Institute of Governmental Purchasing (NIGP). She is currently the chairperson for the Education and Professional Development committee with the NIGP and has served in various other committees in the past. Ms. Bearden is also a licensed Realtor in the State of Arizona and volunteers with several charitable organizations throughout the year such as Hospice of the Valley, St. Vincent de Paul, American Cancer Society, New Life Center and American Red Cross. Ms. Bearden is committed to the procurement profession and believes in always being fair, honest and having high ethical standards.
